The motor was surging, so I bought a carb kit, used the ultrasonic cleaner to clean it, installed the carb kit, and reinstalled the carb (new plug, as well). You should check to make sure the starter is bolted down tight to the engine. The starter gear directly contacts the inside of the flywheel.
